To establish what are the acceptable WSH conditions and behaviours of the organization, the  organization need to identify from their organization legal  register which maintain the WSH legal and other requirements as well as the organizational procedures ,  relevant Code of Practice and the Singapore Standards on what are the applicable WSH legal and Other requirements  applicable to Reda Production System(s) manufacturing activities, products and services

Using the relevant information from the WSH legal requirements, the  WSH coordinator  can easily tabulate out the organization minimum workplace safety and health standards  on WSH conditions, monitoring and inspection frequency That the organization must meet because the WSH legal requirements are legal binding where the organization  have to comply to deter incurring liabilities for WSH  legal non-compliance

Site Coordinator

SAFETY COORDINATOR /ASST ROLES AND RESPONSIBILITIES

( In the absence of Fire Safety Manager )

i. Upon lst alarm activation, he/she shall proceed to the Fire Command Centre ( FCC) to oversee the operations

ii Notified the Fire Management Company, Ademcco on fire alarm activation and also inform them that
   investigation is ongoing to establish whether the fire situation is confirmed.

iii Isolate the alarm bell but not to reset

iv Identify the fire alarm location by referring to the main fire control panel

v Contact the affected floor Fire Warden & instruct him ( FW) to proceed to the affected floor to physically check on the sub fire panel to establish the exact location of the fire alarm activation and to proceed to the  affected location to investigation and to report to fire command center whether the fire situation is confirmed

vi Responsible for coordinating the smooth sequential floor evacuation with the respective floor Fire Warden

vi Responsible for updating the Building evacuation Status chart at the Fire Command Center

vii Responsible for furnishing SCDF with the following information
a) Location of the fire floor
b) Nature of business operation on the fire floor
c) Extent of the fire breakout and the fire damaged
d) Location of all fire fighting equipment
e) Building evacuation status
f) No. of missing person(s)
g) Hazardous substance inventory level

Roles & Responsibilities Of Security

Roles & Responsibilities Of  Security Officer During A Fire Situation



i    Upon the plant building fire alarm activation, the Chief Security Officer shall instruct his security guards at
     all guard posts to lower the Exits gantry post and to stop all contractors and visitors from entering &
     leaving the plant/building

i    Contractor who is seen trying to leave the plant when the fire alarm is activated will be advised to report to
     the main security guard post for emergency headcount check and thereafter to report to the Assembly
    Area

ii   Visitors/Contractors trying to enter the plant when the plant fire alarm  is activated will be stopped from
     entering and security officer shall advise these parties to contact the company host for rescheduling of
     their appointment amid of the unplanned fire emergency situation

iv   He shall instruct all his security officers at various guard posts to report to the main guard house for
      emergency situation deployment after they have cleared their individuals guard post

v     Deploy his security  officer for the following duties:
 
      a) deploy his security officer to perform crowds control and redirecting  the building occupants to  the
          Assembly Area
      b) deploy his security officer for bicycle patrol at and within the building premises to look out for lost
          building occupants who do not know the where about of the Assembly Area and to look out for
          unauthorized personnel who may seize the opportunity to trespass the building to commit crime
      c)  deploy his security officer to direct SCDF Fire engine to the Fire Command Center
      d) deploy his security officer to control traffic both within the building premise and building external
      e) contact his security company for additional security officers for deployment at site when necessary
      f)  advise his security officer not to speak to any members of the Press or reporters on the fire situation
        

Roles & Responsibilities Of First Aid Team


First Aid Team Roles & Responsibilities During A Fire Situation




 i   Upon hearing the plant building fire alarm activation, the first Aider Team
     shall proceed to the Fire Command Centre without being  instructed by
     the Fire Command Center

ii    At the FCC the first aid Team shall update their attendance on the
     emergency head count list for Company Emergency Response Team
     kept at the Fire Command Center.

iii   First aid team deployment
     First aid team is break down into 2 teams namely
     -Rescue team
    -CPR team
                    
     Rescue team A : 4 members
     Standby Rescue team B :4 members
     CPR team C :4 member
     Standby CPR team D   :4 members  
      
iv  Rescue first aid team A & B shall immediately don the fire retardant
    coverall, prepare the medical stretcher and disposable face mask and
    carry with them one Walkie Talkie for 2 way communication with the Fire
    Command Center

v While the CPR first aid team shall prepare the first aid kit bag and
   medical stretcher and simultaneously prepare the CPR point in the
   command center for injured person CPR ,bandages and wounds cleaning .

vi Upon fully gowned, the Rescue & CPR first aid team shall assemble at the
    fire command center awaiting for Site Incident Controller instruction

   Scenario 1 : Rescue operation required and there is one injured casualty
                       and injured person was pulled to a safe location by the fire
                       fighters
iii  When rescue operation is required, the Site Incident Controller will
     instruct the Rescue first aid team to proceed to the identified control point
     carrying with them one medical stretcher and walkie talkie and the rescue
     first aid team shall standby at the control point area awaiting for SIC
     instruction before they proceed to the fire scene for rescue operations.

iv   After the injured person was pulled to a safe location away from the fire
     scene, the Site Incident Controller will radioed the Rescue first aid team
     A via walkie talkie to proceed to the injured person pick up point

v   At this juncture the rescue first aid team shall carry with them one medical
    stretcher and proceed to the injured person pickup point from the control
    point location to ferry one injured person back to the Fire Command
    Center for treatment


vi  At the injured person pickup point, the rescue first aid team shall use
    minimum force to bring the injured person onto the medical stretcher
    and radioed back to the fire command center that they are ferrying one
    injured person back to the Fire Command Center

vii  At the fire command center ,the rescue first aid team shall use minimum
     force to carry the injured person to the identified treatment area in FCC.

iii   At this juncture, the CPR first aid team shall take over. CPR first aid
     team shall check and assess the injured person condition to establish
     whether there is a need to call for ambulance services. 

iv   When ambulance services is not required, the CPR first aid team will
      provide the basic first aid treatment such as wounds cleanings ,bandages 
     and CPR at the fire command center prior to the ambulance arrival

      When ambulance service is required

  i   CPR first aid team in charge will contact the main guard post to request for
      ambulance services via walkie talkie.

 ii   Security officer manning the main guard house shall call for ambulance
     service and when the ambulance arrived, the security officer at the main
     guard house shall direct the ambulance service to the fire command
     center

    Scenario 2 : Rescue operation required and there is more than one injured
                        person and the injured persons was pulled to a safe location
                        by the fire fighters

iii   When rescue operation is required, the Site Incident Controller will instruct
      the Rescue first aid team to proceed to the identified control point
      carrying with them one medical stretcher and walkie talkie and the rescue
      first aid team shall standby at the control point area awaiting for SIC
      instruction before they proceed to the fire scene for rescue operations.

iv   Upon activated by the Site Incident Controller, the rescue first aid team
      shall proceed to the control point carrying with them one medical
      stretcher and one walkie talkie and await at the control point for the
      SIC instruction   
    
v    Meanwhile the standby rescue first aid team shall prepare another medical
      stretcher and walkie talkie and standby at the FCC awaiting for SIC
      instruction

 vi  Upon activated by the SIC, the rescue first aid team shall proceed to the
      injured person pick up point with the medical stretcher and walkie talkie
      to ferry one injured person back to the control point. At this stage, the
      standby rescue team shall leave the FCC for the control point carrying
      with them one medical stretcher and one walkie talkie.

vii   When the rescue team returned to the control point with one injured
       person on the medical stretcher, they will hand over the injured person
       to the standby rescue team and simultaneously took over the empty
       medical stretcher to ferry new injured person(s)
 vii  Meanwhile the standby rescue first aid team shall radioed back to the fire
      command center that they are ferrying one injured person back to the
      Fire Command Center and at this stage the CPR first aid team at the
      command center prepare themselves to receive the injured person

w  After ferried the injured person to the FCC, the standby first aid team
     shall proceed again to the control point with one medical stretcher and
     walkie talkie until all injured persons have been evacuated from the fire
     scene and ferried to the FCC

Gather Response Team including the fire fighting team/spill response team
             
and the first aid team

        iii   Plan the fire fighting operations based on the actual fire scene

        iv   Identify control point for the safe gathering of reinforcements, 
              additional fire  extinguisher

        v   lead fire fighting team for all fire fighting activities

       vi   lead the first aider team for all rescue operations activities

      vii   lead the spill response team for all spill containment activities

      viii   Report & update SMC on emergency situation status

     viiii  Meet up SCDF commander after notified by SMC of his arrival
